A lot of the Black Powder games that are played are from actual historical battles / skirmishes. Its great for reinacting them. Here lies the a part answer to your question and that is to do some historical research on particular battles. Once you have all the contenders and their numbers you can ratio this to the model size. One man equals 100 or 200 or 500 - you take your pick and be in agreement with whoever you are playing. Black Powder seems to run on regiments and brigades as far as I can see so perhaps looking at the number of regiments in a brigade could help.
As far as the playing in a tournament list is concerned I'm as clueless as you. However the guys have been playing an ECW campaign so it might be poignant for them to say something here.... ahem ...guys?

Unfortunately the ECW campaign we're playing is using the Warhammer ECW rules, not Black Powder. So that's not much help.
From what I've seen of the ECW Black Powder games it's simply a matter of both players picking some units and mutually agreeing on what are reasonable forces.

Ooh I stand corrected - sorry just assumed you were going all Black Powder on it.

In 2015 (if I'm still around) I will be doing a Waterloo battle but as Waters is such a massive battle I am only concentrating on Plancenoit. So its French vs Prussians and it will be a big table, hence prep starts now to get it all done. How many boxes of French and Prussians?

I received the top book in my opinion on the battle of Waterloo by Mark Adkin for my recent birthday. It weighs more than the new hardback fantasy rule book so propping it up for a bed read can actually substitute for a good work out.... I'll think I'll leave it there
