Yep its a point each. Used the rule for our 28 point Varaginian guard at Axes. The real problem is I could not find a rule that allowed you to deploy in Shieldwall, so it can leave an unit horribly exposed.
Needless to say, I fixed that in the Die is Cast rules - the only rules that I can control.

For Axes I went with if you used the Riding Horses you couldn't set up in Shieldwall.
This was after a few discussions with various people and was an attempt to be fair to everyone (since I took vikings then I suffered from this ruling too)
To be honest it's not much of a restriction - you simply only go forward 7" rather than the full 8". At that point there shouldn't be a unit close enough to charrge you before you can shieldwall that you need to worry about.
Skirmish cav might be in a position to charge but they're not a threat to a formed unit and will also be subject to fear.
So if you go 7" forward the closest the enemy can be ) is 17" - skirmish cavalry can be closer, but are not threat and off the top of my head there are no formed cavalry units with a charge greater than 16" OR a special deployment rule that would allow them to be within charge range of you.
since the restriction is so easily avoided I might allow it another time
The reasoning for allowing you to start in Shieldwall is that yoiu can for other similar formations

Ah I worked it out, you are thinking that by moving 7 inches, the distance between the sides will be 17 inches and they cannot be charged.
But that is not thinking about shooting, unit can be forward and well within shooting range of many units, so they are shot to death.
And yes thats my view, if you can set up in other formations, so why not with shieldwall. If you can deploy in wedge, then why not in shieldwall? Phalanx is automatic, if you have the rule, you are in the formation until the qualifications no longer apply. With shieldwall you cannot deploy in shieldwall, it does not matter if you are Riding Horses or not, the only way to form it, is to spend a move doing so.
Take the example of Vikings, which would be better to make them spend a turn forming shieldwall or let them have it as soon as they deploy? And you can add to that, are they likely historically to have deployed in shieldwall.
